H.E. Ambassador Yang Houlan's Interview by Solidarity Magazine

In October, Nepal’s magazine <Solidarity> published its interview with H.E. Mr. Yang Houlan, Ambassador of China to Nepal as follows:

1. H.E. How do you access present situation in Nepal after meeting with political leaders of Nepal?

Currently, every political force in Nepal is trying hard to break the political deadlock, while various social communities of Nepal are full of expectation on the Nepal’s development. When I get in touch with each party, I feel that everyone has a strong desire to achieve political stability as soon as possible and to jointly push forward the socio-economic development of Nepal.

We are happy to see that the peace process of Nepal will be marked on a full stop soon. I believe that each party’s focus will gradually transfer to the direction of building up mutual trust and seeking the consensus in the next course, to clear the obstacle in the constitutional making process at an early stage, complete political transition smoothly and enter into a new period of fast socio-economic development.

2. H.E. is there any possibility to establish trio-lateral dialogue mechanism between Nepal and India?

Many Nepali friends told me that strengthening China-India cooperation in Nepal was their expectation. The Nepalese side also hopes to utilize Nepal’s geographical advantage to make Nepal the bridge between China and India as well as the bridge of China-South Asia cooperation. As the two most dynamic and potential emerging nations in the world, China and India are playing an important role in the world economy. China is happy to see Nepal can seize the opportunity which the rapid development of China and India brings, and pushes forward the cooperation in various fields between Nepal and India. It is not only for the interest of the three nations, but also for the common benefit of the region. The Chinese side is open to any dialogue or cooperation mechanism which is for the peace, stability and development of the region.

3. H.E. what are your priorities in Nepal when certain international forces are active in Nepal in favor separatist elements in TAR?

I’m aware of that there are certain forces attempting to make use of Tibet-related issue to undermine the stability and development of China, and disturb China-Nepal friendly cooperative relations. But China and Nepal have trusted and supported each other for a long time, and respecting each other’s interests and concerns. The Nepalese side has firmly pursued One China Policy, and never allows any force to conduct anti-China activities on Nepalese soil. This is the solemn commitment made by the Government of Nepal, the broad consensus reached by Nepalese people, and also the solid foundation of the healthy and stable development of our bilateral relations. I believe that as good neighbors, partners and friends, China and Nepal have the full will and ability to deal with all kinds of disturbance, maintain the harmonious bilateral relations, and push forward the win-win cooperation between the two countries.

4. H.E. Should we expect your pro-active role considering Nepal's geo-political Situation?

The indestructible friendship between China and Nepal is linked by the world's highest mountain--Himalayas. China has always attached great importance to developing friendly and cooperative relations with Nepal, firmly supported Nepal's economic and social development, and sincerely hopes Nepal to achieve stability and prosperity.

The first feeling after my arrival in Nepal was that Nepal has rich resources. The potential for development of tourism and water resources is huge. Therefore, during Chinese Premier Wen Jiabao’ visit to Nepal early this year, he said that he would encourage Chinese enterprises to invest in Nepal. The Chinese side is willing to work together with people from all walks of life of Nepal to promote the pragmatic and mutually beneficial cooperation in various fields, and to more actively support the economic and social development of Nepal.

5. H.E. Nepal celebrating Lumbini Visit Year 2012, how China can help to bring more tourists from China?

We are pleased to see the rapid growth of Chinese tourists to Nepal. Since China has the world's largest number of Buddhists, Lumbini—the birthplace of Lord Buddha has become one of the most favorable tourism destinations of Chinese tourists. Reports on Nepal and especially Lumbini in Chinese various medias including internet are growing. more and more Chinese people hope to visit Nepal. Although there are several direct flights between China and Nepal, it is still quite hard to get one air ticket during long holidays. The relevant agencies of the two sides could create better conditions to attract more tourists by closer coordination and cooperation.

6. H.E. Do you have any message on the auspicious occasion of National Day of China?

Over the past 63 yeas since the establishment of the People's Republic of China, the overall national strength of China has increased dramatically, Chinese people's living standards have been significantly improved, and Chinese economic aggregate has ranked second in the world. During the period of the 12th Five-Year plan, China will create huge consuming potential and market space, it will gain about 15% annual growth of the total retail sales of social consumer goods and the size of the domestic market will be the largest in the world. China's total size of imports is expected to be more than 10 trillion U.S. Dollars and foreign direct investment is expected to exceed 500 billion U.S. Dollars. This will no doubt contribute to the development of the world economy.

China has always maintained an independent foreign policy of peaceful development and the win-win strategy of opening up, and will continuously push forward the building of a harmonious world featuring lasting peace and common prosperity.

China is willing to cooperate with the friendly neighbor Nepal to make unremitting efforts together for the stability and prosperity of the two countries and the sustainable development of the region. I firmly believe that Nepalese friends would continue to work together and write the new chapter in the development of our comprehensive cooperative partnership.
